The author of that book says that the beginning point for harnessing the power of coincidences is to understand his model of the three levels of existence.

The first level is the physical domain. This is where you experience the world with you senses (visual, audio, kinesthetic, gustatory, and olfactory).

The second level is the quantum domain. This is the subatomic level where everything you experience in the first (physical) domain exists as information and energy.

The third level is the nonlocal domain. This is what organizes and directs the information and energy of the second (quantum) level. The nonlocal domain consists of consciousness and intelligence.
